Review Process for Perkins Proposals

  • Each campus has its own internal review process, and only those proposals that are supported by the campus are sent by the campus' CTE Deans* to the UH Community Colleges (UHCC) systems office for review.
  • The UHCC systems office reviews all proposals, to ensure compliance with Perkins law. Questions and change recommendations are sent to the campuses' CTE Dean for proposal modification.
  • Once changes are made to ensure compliance, each CTE Dean is assigned to review two (2) other campuses' proposals using a Perkins Evaluation Rubric**.
  • Proposals are discussed at the April-May CTE Deans Meeting(s) and at subsequent meetings as necessary.
  • Proposals that receive unanimous support from the CTE Deans are forwarded to the Associate VP and receive award letters.
  • Each campus has its own internal procedures for informing proposers of the final decisions.
  • Award letters are sent prior to the July 1st project start date.
  • Funded proposals are posted on the Office of the Vice President for Community Colleges (OVPCC) website.

Review Process for Perkins Consortium Proposals
Elements of a consortium proposal:

  • Must include 3 or more colleges.
  • Follows the same timelines as campus proposals, including end of the year completion reports.
  • Submitted to the CTE Deans via a college CTE Dean (referred to as "Lead" CTE Dean), whose campus is coordinating the consortium project for information purposes.
  • Funded with Perkins-available carryover funds. Additional support may come from current funds, if appropriate.
  • Reviewed/approved by the UHCC systems office.
  • The UHCC systems office reviews the consortium proposal, to ensure compliance with Perkins law. Questions and change recommendations are sent to the college Lead CTE Dean for consortium proposal modification.
  • Once changes are made to ensure compliance, the UHCC systems office will conduct a final review.
  • Awarded by the OVPCC VP for Academic Affairs.
  • The consortium proposal that receives support from the UHCC systems office is forwarded to the Associate VP and receives an award letter.
  • The Lead CTE Dean informs the proposer of approval/disapproval status of Perkins funding of the consortium project.
  • An award letter is sent to each college in the consortium projects (that are continuing from the previous year) prior to the July 1st project start date.
  • Funded proposals are posted on the Office of the Vice President for Community Colleges (OVPCC) website.

As stated in the law, "The purpose of this Act is to develop more fully the academic and career and technical skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs, by--

  • (1) building on the efforts of States and localities to develop challenging academic and technical standards and to assist students in meeting such standards, including preparation for high skill, high wage, or high demand occupations in current or emerging professions;
  • (2) promoting the development of services and activities that integrate rigorous and challenging academic and career and technical instruction, and that link secondary education and postsecondary education for participating career and technical education students;
  • (3) increasing State and local flexibility in providing services and activities designed to develop, implement, and improve career and technical education, including tech prep education;
  • (4) conducting and disseminating national research and disseminating information on best practices that improve career and technical education programs, services, and activities;
  • (5) providing technical assistance that--
    • (a) promotes leadership, initial preparation, and professional development at the State and local levels; and
    • (b) improves the quality of career and technical education teachers, faculty, administrators, and counselors;
  • (6) supporting partnerships among secondary schools, postsecondary institutions, baccalaureate degree granting institutions, area career and technical education schools, local workforce investment boards, business and industry, and intermediaries; and
  • (7) providing individuals with opportunities throughout their lifetimes to develop, in conjunction with other education and training programs, the knowledge and skills needed to keep the United States competitive."
